SEO consultant vs SEO agency: which one a small business in NC & SC needs

It depends less on the title than on who will make the changes

An SEO consultant tells you what to change and why. An SEO agency usually makes the changes too, every month, as a team. For a small business in North or South Carolina, the right choice comes down to one question: who is going to do the work once the advice is written down?

If you have someone who can edit the website, keep the Google Business Profile current and write the pages, a consultant can be the sharper and cheaper option. If nobody on your side has the time, the advice sits in a folder, and an agency that does the work is usually the better fit. We are an agency, so read the next sections with that in mind; we have tried to say plainly when we are the wrong choice.

What a consultant does, and what an agency does

The titles overlap. Plenty of consultants implement, and some agencies mostly advise. Google lists the same services for both: reviews of your site's content and structure, technical advice, content development, keyword research, SEO training, management of online business development campaigns, expertise in specific markets and geographies, and optimizing for generative AI (Google Search Central). The practical differences are these.

  • Who does the work. A consultant usually diagnoses and recommends; your team or your web person carries it out. An agency usually does both.
  • How you pay. Consultants often bill by the hour, by the day or by the project, such as an audit. Agencies usually bill a monthly retainer.
  • Who you talk to. With a consultant it is one person, start to finish. With an agency it may be an account lead with others doing parts of the work.
  • What happens when someone is out. A one-person shop may pause; a team can usually keep going.
  • Range. A consultant may go deeper in one area. An agency can cover the website, the profile, listings, content and ads under one roof, sometimes less deeply in each.

A freelancer sits in between: one person, like a consultant, who usually also does hands-on work, like an agency.

When a consultant is the better fit

Google itself notes that a small local business can probably do much of the work on its own (Google Search Central). A consultant makes sense when you want expert direction for that work.

  • You have an in-house marketer or a web developer who can carry out the recommendations.
  • You want a one-time audit or a plan, then you will run it yourself.
  • You want your own staff trained, so the knowledge stays with you.
  • You have a specific technical problem, such as a site move or a traffic drop, and need a diagnosis more than ongoing work.

When an agency is the better fit

  • Nobody on your side has hours each month for SEO.
  • The work is ongoing by nature: profile upkeep, new pages, reviews, listings, links, posts.
  • You want the website, the Google Business Profile and the content handled by the same people, so they say the same thing.
  • You want the work to continue when one person is on vacation or busy.

For a contractor who is on a job site all day, the second list usually fits better. A business with its own marketing staff may fit the first.

Across the two states, people search for an SEO company or agency several times as often as for a consultant. That shows which words more people use, not which is right for you.

Questions to ask either one

Google publishes its own list of questions to ask anyone you are thinking of hiring for SEO (Google Search Central). The ones that matter most for a local business:

  1. Can you show me examples of your previous work? Ask for a business like yours, in a market like yours.
  2. Do you follow Google Search Essentials? These are Google's baseline requirements, spam policies and best practices for appearing in Search (Google Search Essentials).
  3. What results do you expect, in what timeframe, and how will you measure them?
  4. What is your experience in my industry, and in my city?
  5. How will we communicate?
  6. Will you share every change you make to my site?

Add two of your own: how often you will hear from them, and who, by name, will do the work each month.

Warning signs, consultant or agency

  • A guaranteed ranking. Google says it plainly: "No one can guarantee a #1 ranking on Google."
  • A cold email out of the blue about your rankings or listings. Google tells site owners to be wary of these.
  • Secrecy about what they will do, or a refusal to explain it.
  • Talk of link popularity schemes or submitting your site to thousands of search engines.
  • Reports full of activity with no word on calls, forms or the searches you show up for.

The same habits matter when you hire for ads or a website. We wrote parallel guides on how to choose a PPC agency and how to choose a web designer.

Where we fit

SkyBridge Creations is an agency, one of four agency brands run by one team, working with small businesses and contractors in both Carolinas. We do the work rather than hand over a report: the Google Business Profile, the pages, links and posts on a monthly plan. Your profile is kept current on every plan from $199 a month. Profile optimization, 3 backlinks a month, 10 tracked keywords and 2 blog posts start on Grow at $499. Lead at $999 adds city pages, 6 backlinks, 20 keywords and 8 posts. The details are on our local SEO page, with city-specific notes for Charlotte SEO and South Carolina SEO.

If you already have a web person and only need a plan to hand them, a consultant is likely the better spend. If you are deciding where to start, the order we would work in is laid out in local SEO for contractors.

In short

  • A consultant advises; an agency usually advises and does the work.
  • Choose by who will make the changes on your side, not by the title.
  • Consultants usually bill by the hour or project; agencies usually bill monthly.
  • Ask Google's questions, and walk away from anyone who guarantees a ranking.

FAQ

What does an SEO consultant do?

An SEO consultant reviews your website and search presence, finds what holds it back, and recommends changes, often as an audit or a plan. Some also carry out the work; many hand it to your team or your web developer.

Is an SEO agency better than a consultant?

Neither is better in general. An agency suits a business with no one to do the work each month. A consultant suits a business that has people to carry out the advice, or needs a one-time diagnosis.

What is the difference between an SEO specialist and an SEO consultant?

The titles are used loosely. An SEO specialist is often someone who does the hands-on work, inside a company or an agency. A consultant is usually brought in from outside to advise. Ask what they will actually do each month.

How much does SEO cost with an agency?

With us, real SEO work starts on Grow at $499 a month: profile optimization, 3 backlinks, 2 blog posts and 10 tracked keywords. Lead at $999 adds city pages, 6 backlinks, 8 posts and 20 keywords. Care at $199 includes basic SEO and profile upkeep only.

Can an SEO consultant or agency guarantee first place on Google?

No. Google says no one can guarantee a number one ranking, and advises finding someone else if a provider promises it.
